Ireland Updates Voluntary Return Scheme for Recent Asylum Applicants: What You Need to Know

Ireland has introduced important changes to its Voluntary Return Programme, affecting people who applied for international protection after 28 September 2025.

The updated guidance reshapes how financial assistance is provided to those who choose to return to their home country voluntarily. While support is still available, the structure and payment amounts have changed.

What Is the Voluntary Return Programme?

The Irish Voluntary Returns Programme is run by the International Organization for Migration (IOM) on behalf of the Irish government. It supports individuals who decide to withdraw their asylum application and return home willingly.

The goal is to provide a safe, dignified return process along with financial and practical support to help people restart their lives.

What Has Changed?

Under the updated rules:

  • Applicants who applied for international protection after 28 September 2025 can still access:
    • €1,200 for individuals
    • €2,000 for families

However, they are no longer eligible for the higher financial packages that were introduced in 2024 for earlier applicants.

In simple terms: support is still available, but it is now more structured and less cash-focused.

How the Payment Is Now Structured

Instead of receiving most of the money in cash, returnees will now receive support in two parts:

  • Prepaid Debit Card at Dublin Airport
    A portion of the grant is given before departure to help with immediate needs.
  • “In-Kind” Support in the Home Country
    The remaining amount is provided through IOM offices in the returnee’s home country.
    This typically covers: Business start-up kits, Vocational training fees, Tools or equipment for employment

The Irish Department of Justice says this change aligns with EU best practices. The focus is now on providing practical reintegration support rather than large upfront cash payments. It is also designed to discourage secondary movement within the Schengen area.

Legal and Travel Considerations

Voluntary return is legally distinct from deportation. It is a structured, assisted process that requires the applicant’s active participation and formal consent.

To qualify for support under the programme, applicants must formally withdraw their asylum claim before the International Organization for Migration (IOM) can process any return assistance. Without this step, the application for voluntary return cannot proceed.
